What PPWR 2030 Actually Means

From 2030 onwards, PPWR introduces three core requirements that demand deep changes in packaging design:

  1. Minimum recycled content (PCR): From 1 January 2030, plastic packaging must contain between 10% and 35% post-consumer recycled material, depending on the category. For contact-sensitive PET packaging, a quota of 30% applies.

  2. Design for recycling: From 1 January 2030, all packaging must be designed for recycling and meet minimum recyclability criteria - at least 70% of the packaging weight must be materially recyclable.

  3. Reuse quotas: From 2030, binding reuse quotas apply for certain packaging categories: 40% of transport packaging (excluding cardboard/paperboard) and products sold via e-commerce must use reusable packaging.

Step 4: Redesign and Material Shift - Circular by Design

Circular packaging does not happen by goodwill alone, but through material decisions.

Step 4 is the most demanding in terms of content: redesigning specific packaging so that it meets the 2030 requirements - without compromising product safety and without exploding costs. Four redesign levers are central:

Switch to mono-materials

Composite and multi-layer packaging are the most common cause of poor recyclability. Difficult-to-separate composite components should be consistently avoided. Switching to mono-materials (for example mono-PP instead of a PP/PE composite) significantly improves the recyclability rating - and can reduce EPR costs through eco-modulation.

Build in minimum recycled content

For the first time, the EU mandates binding recycled content quotas for packaging materials. Only plastic packaging is affected by tiered minimum usage quotas of recycled plastic (post-consumer recycled). From 2030, depending on the application, a share between 10% and 35% PCR plastic must be included. Critical here: the exact percentage per application, supplier proof for PCR material, and documentation in the technical data sheet.

Minimize weight and volume

From 1 January 2030, packaging must be designed so that weight and volume are reduced to the minimum necessary for functionality. Downgauging (reducing material while maintaining performance) is a proven lever that simultaneously cuts material costs and reduces the CO₂ footprint.

Evaluate reuse and refill options

Companies using reusable packaging must integrate these into an organized reuse system or set up their own system from the date the regulation applies. This means: not every company has to introduce its own deposit scheme immediately - but it must be clearly documented which packaging categories are affected and which strategy applies.

All material decisions should be validated with LCA data. What appears more environmentally friendly at first glance (for example paper instead of plastic) can look very different when viewed over the full life cycle.
